Addressing these imperatives, Union Minister of State for Chemicals & Fertilizers and Health & Family Welfare, Smt. Anupriya Patel, officially launched the 14th Edition of India Chem 2026—Asia’s premier biennial platform for the chemicals and petrochemicals sector, organized in partnership with FICCI.
Scheduled to take place in Mumbai from October 22 to 24, 2026, under the central banner of Advantage Bharat, the summit serves as a convening vehicle uniting policymakers, enterprise leaders, researchers, and global investors to build supply chain resilience and position India as a $1-trillion chemical powerhouse by 2040.
The Economic & Strategic Context: A Four-Fold Expansion by 2040
The Indian chemicals and petrochemicals industry—currently valued at approximately $230 billion—is on track to nearly quadruple toward $1 trillion by 2040. Crucially, the sector forms the structural foundation for adjacent life sciences and high-tech domains:
- Life Sciences & Pharma Linkages: Generics, biosimilars, and vaccine production (where India delivers over 50% of the global vaccine supply) require dependable, domestic Active Pharmaceutical Ingredient (API) starting materials and specialized process reagents.
- Convergence with Mission-Critical Tech: The integration of chemical manufacturing with national strategic corridors—including the India Semiconductor Mission, the Critical Mineral Mission, and battery energy storage—is transitioning the domestic base from bulk commodities toward ultra-high-purity specialty chemicals.
- Geopolitical De-Risking: Amid ongoing global supply chain volatility, establishing domestic capacity for key precursors shields domestic bio-manufacturing and diagnostic sectors from external import shocks.
Key Policy Interventions: Infrastructure & R&D Prioritization
At the launch briefing, MoS Anupriya Patel outlined two decisive policy initiatives aimed at accelerating research, domestic value addition, and manufacturing competitiveness:
1. The ₹1,000-Crore “Bhavya Rasayan Scheme” for Chemical Parks
To resolve legacy infrastructure bottlenecks, the central government has introduced guidelines for the Bhavya Rasayan Scheme. Under this framework:
- The Government of India will contribute ₹1,000 crore, with participating states contributing at least ₹500 crore to build world-class, plug-and-play chemical parks.
- These parks will integrate centralized effluent management, shared utility infrastructure, and regulatory expediting to substantially lower the operational and environmental cost of production for chemical innovators and life science suppliers.
2. Elevating Chemicals to Priority Status under RDIS
Acknowledging that India currently accounts for roughly 3% of global chemical R&D expenditure despite a rapidly expanding output, the Ministry is actively coordinating with the Department of Science and Technology (DST) to classify chemicals and petrochemicals as a priority sector under the government’s ₹1-Lakh-Crore Research, Development, and Innovation Scheme (RDIS). This alignment aims to inject targeted venture and patient capital into:
- Sustainable, bio-based green chemistry and circular recycling frameworks
- High-performance polymers, composites, and nanomaterials
- Semiconductor-grade solvents, photoresists, and electronic chemicals
